With the rapid progress of communication network technology and VLSI design technology, embedded system has become the focus of IT. Embedded system are used in autocontrol, industrial, military and family consumed devices. Now most electronic products are not in the form of computer, such as smart phone, PDA, router, smart home appliances in the form of embedded system. The embedded operating systems are almost needed by software of embedded system.Embedded operating system is the software that direct runs at hardware. According to the different special occasions you should choose different special hardwares, embedded operating systems and applications. This paper introduces the whole process porting and configuring from standard XScale architecture to ARM architecture.This paper introduces the embedded system and Windows CE operating system first, analyzes the features, advantages and current trends of Windows CE in the world, then discusses hardware of embedded operating system, design an embedded system that can meet the requirements and improve the abilities of porting and reuse. Then research a whole porting process of Windows CE from Bootloader, startup part of kernel, device drivers, file system and so on in detail. At last, introduces the methods how to compile and debug the Windows CE operating system, analyzes the principle and methods of Intel PXA255.The constructed Windows CE operating system has been successfully applied in one of projects—military PDA, which is a trust mobile device produced by Hainan BAOTONG Co.Ltd.
