With the rapid development of computer technology, software applications have been spread widely. Their size and cost have been increased as well. So software science introduces the management of Software Engineering to solve the problem. Software Engineering has been created as time past. Developing for a long time, Software Engineering has become an excellent theory, which has been widely applied in the software development or management. Software Metrics is a new field in Software Engineering. The content of Software Metrics is to manage the essential of Software Engineering with the method of measurement. Software Metrics has become one of the most important subjects in Software Engineering. In the past, Software Metrics was considered as an extra task by most Software Engineering organizations. But now Software Metrics has become an essential practice. Obviously, Software Metrics has become the request of CMMI (Capability Maturity Model Integration). And Software Process Metrics is a part of Software Metrics. The objects of Software Process Metrics are the activities in Software Engineering. The software enterprises of China, which used not to have any good way in management, have a long distance between developed countries or even India. However, the management basing on Software Process Metrics is more advanced at present. And its foundation is the Software Process Metrics. This thesis has put forward the very useful operation strategy to every link by studying the Software Metrics implementation frame. The metrics category is found from the goal of CMM (Capability Maturity Model) and CMMI-SW (Capability Maturity Model Integration for Software) by using GQM (Goal/Question/Metric) method, the metrics data is collected by using object-based method and then the workload is estimated by using the metrics data and COCOMO2 (COnstructive COst MOdel 2) model. The aim is to provide the solution of Software Process Metrics for software enterprises of China.
