WebGIS is a geographic information system on the internet (or intranet) that can be used to store, process,analyze and display the data related to locations for multiple users.Along with the rapid development and popularization of Internet, applications of WebGIS go deep into every walk of lives and WebGIS becomes more popular than ever. The electrical distribution network has an obvious geographic characteristic, so WebGIS for the electrical distribution can be achieved by combining the technology of Internet (Intranet) and geographic information system (GIS) together. In the first part of this paper the developing technology and system frames of WebGIS were introduced firstly, then the paper analyzed and compared two realization patterns and five prevalence technology of WebGIS. In the second part of this paper a data model of Electrical Distribution based on GeoDataBase was analyzed and customized. ArcGIS Electric Distribution contains ready-to-use data models that can be configured and customized for use at electric utilities. A keystone of this new data model is abstract modeling of electric devices and circuits that capture the behavior of real-world objects. In the third part of this paper a GIS system design process of software engineering was introduced, which included a GIS needs assessment and a system architecture design review. The system architecture design review was based on requirements identified in the GIS needs assessment. The paper also attempted to use UML to construct and realize a WebGIS application system. In the fouth part the detailed design and result of a WebGIS prototype based on ARCIMS were presented. With further application of WebGIS, the system of WebGIS will be more complicated.Thus system design and modeling is necessary to WebGIS development. How to use the technology of Software Engineering to guarantee the high performance of system will be a problem for future.
