With the development of voice technology, voice network has entered an absolutely new and reformative age-NGN(Next Generation Network). NGN communication network provides users an absolutely new communication module. With this technology, users can use and manage the communication businesses under legal permissions without the restriction of area as far as the Internet can reach. Furthermore, the conception of virtual communication provider was introduced into NGN communication network. Under the WAN (Wide Area Network) and MAN(Municipal Area Network) environment, an integrated, effective and secure charge system is indispensable for customers , business owners and virtual communication providers so that different users can acquire their own sensible information, such as service bill and voice traffic.This paper introduces the biometric technology in NGN charge system. The system is developed based on network databases. It can solve the problems of charge systems which arise while evolving from second-generation VoIP(Voice over Internet Protocols) network to NGN network. It can also provide charge ability for real-time telephone communication or voice communication services, as well as the sensible information for users of respective levels. Anauthentication mechanism is adapted to solve security problems, which is based on active ringer print distinguish technology, and can be used for bill pricing and accounting. It preliminarily realized the comprehensive business account function.The NGN charge system includes four essential parts of subsystems, the security management subsystem, the business management subsystem, the business account subsystem and the public telephone business subsystem. In this paper, the first chapter describe the the background and meaning of this thesis . The second chapter introduce the evolution of network, the NGN communication framework and the core protocols, and the problems of charge system in the evolution of network. The third chapter mainly introduces the net architecture of the system , the design platform and the application of fingerprint identification technique. In the forth chapter a NGN virtual operation system based on fingerprint identification is described . In the last chapter the system implementation is described.
