Along with the development of modernized construction of the city, the construction scale of the city is expanded quickly, so the management of them is becoming more and more complex and heavier. The primary manual Read Meter System is not competent for nowadays'works, so the new Read Meter System emerges as the times require. With the developed of Communication and computer skills, it is possible to use Modern Network Communication skills to read the ammeter, the skills such as GPRS, CDMA, GSM, So the Magcard Ammeter, the Electronic card Ammeter, the IC-card Ammeter, the Ammeter with communication interface are appeared. The the Ammeter with communication interface is the new develop direction of Ammeter because of its quick and easy read meter mode and dispense with manual work, and the accurate power measurement.Firstly, this paper introduces the status and skills of the national read meter industry at present, and particularly analyzed the power collection and adjustment of the ammeter, and then ensure the design theory, step and methods of the collection, measurement and transmission.For the sake of the precision of the ammeter, this system use the PIC MCU of the Microchip Company, and use the high-precision power collection and measurement chip ATT7022B. Guarantee for the nonvolatile of the data in the situation of power drop, this system use the advanced RAM—FRAM. The system also can realize the reading meter in the palm.The testing result indicated that the positive power measurement fulfilled the 0.5S/0.2S, and supported the IEC 687/1036, GB/T 17883-1999, and the negative power measurement fulfilled the 2 or 3 grade, and supported the IEC 1268, GB/T 17882-1999;and realized the time-sharing measurenment, and realized the preventing of stolen electricity;and have many communication ways, such as RS232, RS485, Infrared communication, and satisfy national communication protocols DLT645 and IrDA 1.0.
