The higher education examination for self-taught people (abbreviated as the highereducation self-taught examination) is a consequence of educational development andthe reform in our country, a distinctive higher education form of China, and aninvention in the education history of China. After developing for over 20 years, theself-taught examination of higher education made great achievements. Till the firsthalf of 2002, the number of people who participate in the examination has been up to37 million and the number of graduates was 3.7 million, which made outstandingcontributions to our country's educational undertaking, and supported the socialistconstruction of Tianjin effectively.Facing the main trend of the information-based society and the flourishingdevelopment of the higher education self-taught examination, if the higher educationself-taught examination wishes to survive and develop in the future, it should breakthrough to some extent in information construction. The office procedure of browsingand checking artificially has already become the bottleneck in the furtherdevelopment of higher education self-taught examination. It has already been aprimary task in the information construction to set up a new electronic educationaladministration system and then realize the computer all-round management to everylink of the higher education self-taught examination.This paper takes the educational administration of Tianjin higher education self-taughtexamination as its background, thoroughly analyses some unique demands on theeducational administration plan, test affairs and files management of higher educationself-taught examination. With the experience of mature electronic educationaladministration system of universities in our country for reference, it proposes theelectronic educational administration systematic mode for higher educationself-taught examination. The main characteristics of this mode is that to solves theproblem of work linking up by means of the project incident circulation, one-stationmanagement service and advanced electronic means of payment to facilitateexaminees and the administrative departments of higher education self-taughtexamination. The automatic method of dealing with graduation problems overcomesthe difficulties in the higher education self-taught examination and realizes thecombination with the national higher education self-taught examination administrativesystem.The electronic educational administration system of higher education self-taughtexamination faces examinees, students' aid departments, examiner schools andmanagement units of higher education self-taught examination at all levels, whichcontains every link of the educational administration work of higher educationself-taught examination, and will make enormous contributions in the development ofhigher education self-taught examination in our country.
