Using information technology to manage the Scientists is one of the main parts of E-government's development. As an organization to manage scientists, Hubei science & technology association has prepared software and hardware basically about information technology. Information System active importantly in the process. For one thing, along with the development of all kinds IT technology, problem emerges from the old Information System by increasingly transformation of requirement and needs highly request. For another, with the development of Internet and IT technology, distributed, maneuverability, isomerous and multi-system has been the marked character of all the IT surrounding. Researchers and developers pay more attention to how to build a new highly extensible Information System. This paper analyzed deficiency of traditional management and IS model, developing tendency of modern management idea and information system, then put forward a Scientists Information System structure model based on OLE Automation and XML technology combined with the high efficient requirement of management, and expatiated the transverse view, lognitudinal view, layered structure and work principium, and researched several future problems while developing the system. For example, how to realize the data exchange between XML document and Information System in RDS, how to use OLE Automation technology to achieve data input offline between MS word and Information System. This paper advanced and carried out a way to solve above problems based on the deep study and discussion, which is Data exchange between XML Schema document and RDB and key data input technology from Word document. Additionally, the research includes XML-data-expression, SQL Server's support to XML and Delphi's support to OLE Automation.
