Looking for the scheme of less investment, shorter construction period, and smaller construction difficulty in the range of acceptable risk is the key to the scheme optimizing of construction diversion. Numerical computation and qualitative analysis are all necessary, so taking computer science as the core, and setting up the human-computer interaction systems involving systems science, management science, on the base of theory and methods of construction diversion, has very important meanings. The system will offer a favorable decision support tool for policymakers to optimize the diversion schemes.Taking the construction diversion of hydroelectric project as a practical background, the overall framework and function of a computer management system (CDCMS) and its subsystems is presented. The system makes up of data base subsystem, model base subsystem, knowledge base subsystem, graph base subsystem, and the man-machine interface, and has five function modules: computation of combined discharge, flood routing, risk analysis, multi-objective decision of diversion standards, three-dimensional visual simulation.The model-base of CDCMS is made up of five sub-models. The hydraulic computation theory is applied to build combined discharging hydraulic computation model. The discharge ability of not only single construction but also multi- construction of different forms on different elevation can be calculated by this model and the reference of construction diversion design and scheme optimize can be offered. The diversion risk analysis model analyses a series of uncertain factors during the diversion such as hydrologic factors, hydraulic factors. Using the Monte-Carlo method to simulate the flood, the model analyzes the distributing of the flood level in front of the cofferdam and the dynamic risk under the different diversion standard by the flood routing model and the statistics model. The multi-objective decision model analyses and confirms the main objects of optimizing standards of construction diversion, such as certain cost, construction intensity, risk, and its loss. Appling the theory of multi-objective decision, we make out the useful computation model for diversion standard optimizing. The three-dimensional visualization model sets up the DEM based on interpolation method from contours and makes the animate of diversion process with AutoCAD, 3ds max and other software.It shows that CDCMS is effective through a case study of a large hydroelectric project.
