With rapid economic development in our country, demands on high-class technicians are continuously increasing. As a result, the high education in China has gradually shifted from common high education, which is academitc and engineering oriented, to parallel education both for common high education and for technique-oriented polytechnics, and there is a trend to strengthen technique oriented high education. It is essential to speed up development of information systems in polytechnics in order to stress the technique-oriented high education, apart from favorible policies, more investiment, and improved management. The research work presented in this dissertation is exactly introduced and progressed in this background.Learnt from ERP to some extent, this dissertation discusses and explores a new thinking of how to plan, schedule, and utilization of human power, physical resources, and information resources of polytechnics to construct information systems to meet requirements of high technical human power. As a result, the concept of PRP (Polytechnic Resource Planning) is introduced in this dissertation, and PRP platform and application systems based on information system (PRP System in short) are discussed back up with the experience gain in development of information system of Hunan Technical College of Communications and Engineering.The main contents in this dissertation include 1) having analzed the special nature of high technical colleges, a fundamental thinking in information system indevelopment is introduced so as to organization, scheduling, and utilization of human power, physical resources, and information resources to adapt to market requirement of technical human power; 2) issues relevant to construction of a PRP platform is tentatively discussed and a framework of information system based on PRP platform is introduced based on analysis of EPR and URP (University Resource Planning); 3) issues related PRP organization and system integration based on PRP are briefly discussed based on the experience gained from the PRP system development work at Hunan Technical College of Communications and Engineering,including its organization, implementation, and basic structure; 4) with regard to application access, a portal web based access control mechanism is introduced as a unified entrance to perform user identification and authentication.The practice and experience of relevant research and development works have shown that it is more suitable for and more adaptive to economic fast progress and technical human power demanding to build information systems for polytechnics based on PRP. The work presented in this dissertation may be useful to other polytechnics in future development of their information system.
