The thesis introduces the design and implementation of a campus network billing system of unlimited IP address based on Quality of Service.First of all, the thesis describes the theory of Quality of Service, and the necessity of Quality of Service to campus network environment and the billing policy of CERNET. And it puts forwards to the designing goal and task of the project. After analyzing the general requirement of the system, the thesis gives out an optimal solution for the system from the hardware and software environment. At the meanwhile, the thesis presents the software framework of the billing system and it expounds several key techniques in the implementation procedures, such as the configuration of QoS on Cisco network devices, data capturing based on netfiow, data sending to database and the user interface to query their network information. In the last part of the thesis, it presents the ideas of optimal strategies in the system from the viewpoint of developing application and from the design plan of billing system. And it also gives a prospect for future expedition in this field.This thesis is not only a part of billing system, but has all basic elements of a independent billing system as well, such as data collecting, data transferring into database, data processing, and user acquiring etc. The thesis combines the unlimited IP address with the QoS after taking the particularity of unlimited IP address into account, and tries to achieve the purposes as follows: besides the function of billing, the system can provide different services for different kinds of users with the satisfaction of the usability and the manageability of the network, and to realize the ideas of "how much you want to get, how much you should pay out" . The research will be helpful to network users and network administrators.
