The multimedia technology is a new tpye of network multimedia technology. It combines the multimedia data compression technology, data stream scheduling tactic and network data transmission control technology. It enable the users to watch while downloading the data and thus greatly saving the network resource. And at the same time, the knowledge property right is protected because the data would not been remained at the client site after the play of multimedia. The congestion and lacking of the bandwidch has become the main bottleneck of the multimedia application in the sort of enviroment which could not reliably ensure the QoS. Thus the Qos control mechanism is the sticking point of the multimedia application in internet. The paper starts it's work from the nether 3 aspect: 1. Analyzing the diversified protocols that will be needed in the multimedia transport, getting the people be familiar with the keystone of the multimedia trasport and the basic construction of the multimedia system. And,we will carry out an essence multimedia order programme system based uopn the C/S framework. The system adopt Windows Media series product to realize the living broadcast and order programme service of the multimedia. 2. Designed and realized a QoS control mechanism based upon the RTP protocol and MPEG-4 extensible coding. And in that mechanism , we add probing velocity control arithmetic and self-adapt best-of-all data package. We enable the multimedia data stream achiving the best transmission effect while effectively guarantee the friendly coexit and justice compete of the multimedia stream and the traditional TCP stream. 3. Prevent Congestion. The paper define the time segment whose losing-package-rate continue to grow but the congestion sitll haven't come into being in due form as the defending period .Through modifying the RTCP protocol congestion arithmetic and starting the stream control at the beginning of the defending period, we can avoid congestion using less cost instead of taking larger cost after the congstion begin. In the end of our paper, we summarized the whole essay and expatiate the mending.
