This paper is designed on the study based on Microsoft.Net DevelopmentEnvironment to the plan of the tobacco industry subsystem on ODS managementinformational system., which is carried out to eliminate the whole industry withCFC-11 by the group of State Environmental Protection Administration of China. Thesubsystem was found that followed by the National Project for Phasing-out ofDepleting Ozonosphere Substance. Aimed to assistant for the group, it provide themanagement in the use of preparing, calculating, performing and controlling.The design which reference the Erp systematic flow make use of B/S structureand the system to Web Layer, Business Layer or DataAccess Layer by the WindowsDNA structure. A modeling written in ASP.NET and C# is come out followed by theProject and the actions of SEPAC or State Tobacco Monopoly Administration .The author has completed some testing. The system in this paper is able to givethe error notice against the abnormal input and run well, which is normally achievedby handling to the database.
