Currently, with carrying out the Strategy of "Strengthen the Police with High-Tech" and formally starting up the Project of "The Golden Shield" , the application of computer techniques are being universalized and spread rapidly at all levels of police forces. The mission of Policing Supervision work is to supervise the public security organs and the performance of their police officers' doing their duties, exercising their functions and powers, and observing the discipline. In order to keep abreast of the development of national public security organs' policing supervision work timely and analyze it well, to strengthen the guidance of the supervision work and promote the development of policing supervision work constantly in depth, the real performances of the frontline policing supervision workers' lawenforcements should be reported to higher authorities at each level monthly , from county-level' s public security organs, to municipal-level' s, then to provincial-level' s, and finally to the Ministry of Public Security, altogether 4 levels, and various statistic report should be formed at each level. Furthermore, the report should be made at each level. The complexity of the report items and the enormousness of data amount bring great difficulties to the manual work of data' s comparison and verification. Consequently, The Chinese Public Security University develop this China Policing Supervision Reporting System, or CSRS in brief, jointly with the Policing Supervision Department of the Ministry of Public Security. And now, this system has already been put into use. From the aspect of its effects, provincial public security organs have basically realized reporting data to the Ministry of Public Security on the Internet of The Public Security. Themajority of county-level and municipal-level's public security organs also report data to higher authorities on the Internet of The Public Security directly. Therefore, the work load is reduced, whereas the work efficiency is enhanced.This China Policing Supervision Reporting System consists of two parts: C/S structural local system which contains local recording, reporting statistic and safeguards of the system; and B/S structural inquiry system. What' s more, the local system includes two functions: Performing the defense of data and statistics according to the basic registered data filled by guests, and then report to higher authorities at each level, finally perform the functions of gathering and statistics at higher policing supervision departments. The local system could achieve multi-persons' performance at the same time at work unit' s interior LAN(Local Area Network)'s C/S structure Inquiry system on Internet can inquire granted data information within the extent of authority according to the difference of the application levels and confidential levels of guests in the nationwide.This article describes the thinking and realization for the development of the whole system, from the aspect of studying background of the task, required analysis of the system function, an overall plan for the system and main technical problems related, the realization of the system, the existing problems, further prospect of it in addition.
