Nowadays the developmental trend of satellites'scale microminiaturization and functional diversification brings a series of requirements, as shorter manufacture period, higher function density, stronger data processing capability, higher reliability and security, and function of software and hardware update in orbit. The traditional way based on microprocessor or ASIC cannot fulfill the above requirements. So the paper brings forward a new design idea that inosculates multi-core processor and reconfigurable computing technology together, and with the successful appliance and predominance that FPGA used in spaceflight domain the design idea is used with FPGA chips, as a result a reconfigurable satellite on-board computer is designed.Aiming to solve the series of requirements to on-board computer, based on the new design idea, the paper proposes the scheme of the reconfigurable on-board computer that uses Virtex-II FPGA as the focus of the processing unit, microprocessor C8051F040 as the focus of the reconfiguration unit, and uses external storage in addition. And the paper attaches importance to the argumentation and analysis of the scheme of the reconfiguration unit, choosing passive parallel reconfiguration mode based on special configuration chip and microprocessor, and designs the circuit of the reconfigurable satellite on-board computer.Based on the system architecture above, investigation about multi-core processor technology is done and the scheme of on-chip system is designed using dual-core processor and uC/OS-II operating system. Then the paper improves the traditional task management method, educes a new method of the system's task management.At last, experiments are done to validate the performance of reconfigurable satellite on-board computer embedded with dual-core processor and operating system. A validation experiment system is designed to test the reconfigurable computer'reconfiguration time and calculating capability, and to validate the system's in system reconfiguration ability by using man-made failure. The experiments show that the reconfiguration process takes about 43ms, the reconfiguration time and computing capability can both fulfill satellites'250ms control period, and the reconfigurable computer can accomplish in-system reconfiguration exactly and normally.
