Recently, with the rapid development of medical imaging technologies such as CT, MRI, and so on, a large amount of medical information has been produced for the past few years. The traditional mode of film storage not only in time and cost, but also in storage and management has not met the requirements for the development of image technology and how to store a sea of information has been becoming a very hot research field in medical community and all quarters of the society. Therefore, the medical image database technology comes into being.The electronic medical records with the combination of the medical image database and the existing Hospital Information System (HIS) in the hospital and all the medical data should be reflected as a whole in it. It is the core of digital medical treatment. However, different types of information systems are established during different periods in various hospitals and departments according to their own requirements. So there are many differences between each other. These hospitals and departments can not possibly quit the existing systems to use new systems. This is the issue of the connection of heterogeneous databases.In this study, the data organization hierarchy in the DICOM standard was analyzed according to the unique standard for medical image storage-DICOM standard. Then the data organization hierarchy in the DICOM standard was proposed to organize image data by utilizing mature relational database technology to parse out medical image data and store them into the relational database, thus completing the establishment of the DICOM standard for medical image database. The existing heterogeneous database's data exchange method and XML technology were analyzed and investigated. So the data exchange method based on XML for heterogeneous database, using XML as a middleware for medical image database's data switch with the HIS to achieve the electronic medical records with the digital image information was proposed. In this system, XML is used as a medium for users to share the data. XML is able to meet the requirements for users'query by providing a unified interface.The result shows that the establishment of medical image database system based on DICOM provides convenience for the application of medical image in clinical medical and medical research and the achievement of medical database system's data switch with HIS database has the most important significance to keep the integrity of electronic medical records and share patient information among different hospitals.
