With more than half centuries development, simulation technology has been applied in many aspects of military, society, economy etc. In the twentieth century, demand for simulation is increasing, and at the same time complex simulation object and growing requirements of resource have brought great challenges to the development and application of simulation system. How to use the existed simulation resources to meet diverse application areas of simulation requirements is the hot point in simulation community recently and in the future.. Synthetic Simulation Integrated Environment (SSIE) provides a comprehensive solution. Referring to the simulation grid, it synthetically uses various techniques to combine model computing, inside and outside of the region knowledge and involvement of experts together to extract and integrate simulation resources of particular area. Basing on these simulation resources, it allows the user to use comprehensive integration of simulation resources, combined simulation model, plan simulation tasks reasonably and schedule all kinds of resources to meet the specific requirements of the simulation applications.Knowledge is a collection of specific areas, context-specific data and information. The form of knowledge in SSIE is mainly some simulation resources such as validated simulation model, data, and tools. The specification describing is the base of simulation resources sharing and reusing. In 2002, Boeing developed a Simulation Reference Markup Language (SRML). SRML is the only markup language that specifically for describing the simulation model currently.Referring to the design of simulation grid and summarizing the experience of developing integrated environment both in and abroad, this paper proposes the basic frame for SSIE, and then classifies simulation resources of SSIE into five types, and defines simulation progress as a kind of simulation resource. While solving the key technologies problems of SSIE, we put an emphasis on methods of resource describing. This paper proposes a describing method named XSRML based SRML, and presents the detail structure of element. For realizing the description of simulation resources, this paper builts model of resources describing, generalizes describing intent for each kinds of resources, presented them in formalism language, and describe simulation resources along with XSRML. Finally we solvies the low efficiency problem that caused by different property and badly sharing of resources. At last, basing on SSIE, we developed a simulation application system for designing remote sensing satellite. This paper designs functional template in detail, and uses XSRML for describing simulation resources.
