Since e-government concept was put forward, the of government departments established all kinds of systems, but there is no correlation between the various systems,They form the isolated information systems.To address the sharing of information between systems, business association and other related issues,RADS system theory is proposed,and designed the system architecture and related functions,organized some persons to development and implementation .Now there are have achieved great results.RADS system which is based on two major theoretical basis for SOA and OSGI is built to a basic set of service-oriented R & D platform.RADS have four layers which are application components, basic component layer, logic component layer, four-layer structure of the databaseand logic component layer was divided into four moduls which war service calls, information reporting, cache access, database access .Typical business of RADS was business forms, reports, business, data management, workflow and so on.When RADS system was used in the field of Tianjin District, civil service are classified,ensure the sharing of data services from platforms and business areas ,then sort of system business processes, standardize business processes. From the test operation results of the project, eliminating the information silos, standardize business processes, and facilitate the masses of people provides an example for the digital home business application .
