The development of the Internet brings Chinese socitey profound changes, including both delights and worries. On the one hand, with the rapid development of China's Internet, the number of netizens is growing rapidly,more and more netizens have learned using the internet as the tool of participation in public affairs, instead of entertainment and communication. Netizens increasingly have the characteristics of network citizens. On the other hand, in the era of internet communication, due to the lack of protection from adequate and feasible legal norms, the rights of privacy and reputation have been offended frequently by internet violence. Human flesh search has played an important role whether in network public domain or in private sphere.This article focus on opportunities and challenges encountered by the development of China's Internet from perspectives both of private sphere and public domain. On the one hand, in the public domain, the development of internet communication is an opportunity of Chinese traditional public domain. More and more people will protect its own interests and public interests through the network. However, the network violence has put the internet into the state of chaos. Network management is faced with enormous difficulties. Government reform of the political system and the transformation of public governance require the promotion and protection of network public domain and the network violence also requires the government to strengthen the relevant legislation to protect legal civil rights.Finally, this paper put up with the real-name system and protective civil legislation to control the network violence, at the same time with the support of media literacy education.
