The appearence and development of TV needs the policy's administration, supportment and guidance. As the part of the culture industry, TV has a strong politcal attribution. Each chain of the proudction must be affected by the policy. Under the planned economy system before the reform and open policy, TV was controled by the government absolutly. After the reforming and opening, government changed the system and policy of TV administration continuously and supported its marketability in order to advance the development of China TV. So the characteristics of its marketing started to appear. The form of the TV policy also has changed a lot. On the one hand ,the quantity of the policy has increased especially after the 80's. On the other hand, the policy's scientifcal and serviceablity improved in some kind of degree and be enriched in the legalization. From the part of the influence, the formulation of the TV policy guarantees the devlopment and prosperous of TV in the new century. Until the TV market opend gradually, government changed its localization and brougt in the capital out of the system used in the TV industry. And this action enhanced media men's enthusiasm, expanded the fiancing channel and also increased the vigor for TV'development.This topic stands in the angle of politics management. Firstly, it induces the TV regulatory policy'development into two times which on the basis of combing the situation from historical and present. Then, it divides the Chinese TV policy into several aspects from the horizontal analysis which are administration, the trade management, the social and the investment management and so on. And through analyzing the achivements came from the change of the content system ,summarizing four rules of China TV policy'evolution: 1. Compling with the development situation home and abroad, open the TV's industry policy gradually.2. As the goal of promoting the TV's industial development. Speeding up the marketability advancement. 3. Developing the Chinese characteristic socialism TV industry vigorously thourgh the propaganda by the suppotment from managing. 4. Completing the policy system step by step. Thirdly, the topic promotes some problems on the basis of the histoy and present situation of the policy, and puts forward several proposals as follows to different problems: formulating the normalization of the policy-making; Compelting the content policy system;. Speeding up the legalization advancement and the promotion the legal effect; Reformation of the administration system,raising the effciency of the policy-making; Appraisal system transformed from afterward to beforehand.
