In recent years, the exit-entry administration information system has been a necessary instrument for exit-entry administration departments at all levels to achieve their working tasks. However, with the development of reform, there are many changes in the aspects of policy and administration models in exit-entry administration. Today, there are more and more exit-entry administration businesses need completing through the cooperation of exit-entry administration departments at different levels of county, district, province and MPS, therefore, the requirements for exchanging and sharing information are becoming more and more urgent.In this assay, in accordance with the general arrangement by the MPS on building the national exit-entry administration information system and connected with actual situation in Tianjin, the author focuses on the exit-entry administration information system at provincial level and discusses how to conform the two branches, i.e. the Chinese citizens'administration system and foreigners'administration system of exit-entry administration information system, the and integrate the two into OA system to achieve the aim of exit-entry administration to the bottom level.On the side of system framework, the author adopts a multi-layer framework, i.e. the appliance server which applies Web Service technology detaches with the database server and encapsulates the operation logic into the Web Service in the form of .NET module and integrates CA certificate identity validation. This framework, on one side, makes the system more secure, and on the other hand, maintains the agility and availability for the future business adjustment.
