Contingency plan is the standard of dealing with contingencies which defines the duties of the emergency units and the corresponding allocation of resources. It is also the basis for the command and dispatch. However, no matter how developed contingency plan is, it is only a rough assumption of possible scenario,and practical situation may be different. It's necessary to understand and improve contingency plan through emergency drill. While emergency drill is high cost, poor pertinence and with fuzzy evaluation criteria, it's possible to use computer to simulate emergency drill and how to make the computer understand contingency plan should be the basis and premise.This paper completed the following work related with contingency plan drill:1) Firstly, this paper analyzed related business about contingency plan process, and proposed the architecture and classification of Agent as emergency subject. On this basis, we proposed Agent-based Contingency Plan Process Interaction Model and analyzed the relationship between Agents.2) Secondly, this paper proposed formal definition of contingency plan process, used Petri Net to describe the disposal process of Agent and established the transformation from formal definition to Petri description and discussed the modeling and detection about collaborative conflict.3) Thirdly, based on the theory above, this paper used PIPE2 which is open source to construct Contingency Plan Process Simulation Drill Prototype System. Used an example and evaluated the simulation drill results for the assessment of time.This paper focused on the modeling and analysis of contingency plan. We used computer simulation technology to realize contingency plan process simulation which provided reliable basis for emergency decision.
