In order to develop the service industry, it needs a good service system to provide support. The so-called service system can be viewed as a social technology system. It is a"co-production"relationship which is to satisfy a specific customer's request through specific protocol and interaction and eventually create value. A complete service system consists of five basic components: customers, goals, service resource, process, and environment. Service system manages these five components effectively and finally provide customer with a better and high-quality service. This paper makes a study on service resource which is a most important part of the service system, because it is the actual physical carrier of one specific service.Based this background, it proposes the concept of the third-party service platform. BIRIS: Bi-lateral Resource Integration Service is a typical representative of this service model which provides support not only for the service resource providers but also the customers. On the one hand, it integrates lots of service resources for the customer and manages them efficiently through certain technology and means; on the other hand, it also integrates a lot of customers for service resource providers. Here what we most care about is the former. It makes the management of service resource more urgent and necessary as the introduction of the third-party service platform. The main function of BIRIS is to gather and integrate service resources. Therefore how to integrate and manage these huge service resources has become a big difficulty. This is just what this paper studies and solves.Firstly, we present the service resource classification and description model, and then on this basis, propose the concept of the virtual service resources (referred to as virtual resources), which is combined by aggregating the different types of service resources provided or by different manufacturers, and form a larger units of composite service resources, and ultimately provide users with more integrated services. On the same time we present the corresponding classification and description model of the virtual resources. In order to establish service resource credit system resources, we give service resource credit index system, and the original credit evaluation methods (multi-level fuzzy comprehensive evaluation model) was modified and improved to adapt to the needs of this paper.Secondly, in order to manage service resources efficiently and in real time, we propose a service resource life cycle concept which includes the process of service resource registering and publishing, booking, dispatching, tracking, cost settlement and unregistering. Then it is the basic operations (service resource's register and publish, virtual service resource's construct, service resource's match, service resource's use, and usage history data's maintain and manage, service resource's credit evaluate and service resource's unregister ) involved in every stage of the service resource lifecycle. Finally demonstrate the critical algorithms of the critical operation involved in the service resource management.Finally, we design and imply a fundamental service resource management system based on credit according to the description model of service resource and virtual service resource in the second chapter and the management of service resource lifecycle in the third chapter, imply the theoretical study into this system and finally verify the service resource management system by applying it into the ocean logistic service area.
