Therefore, they are at a competitive disadvantage when compete with foreign enterprises and location. Against such a background, how to make use of advanced management ways and information technology for the traditional system, enterprises in the all-round collaboration, to enable SMEs to quickly and easily configure and manage the information, enhance the continuing Competitiveness of the research become the main topic.In recent years, facing the increasing competition at domestic and overseas markets, the enterprises have to make business structures and business flow agility to adapt to the changing need of market. The development based on the traditional C/S or B/S model, has these problems: interoperability are not strong and scalability, and it also easily forms "Information Island". SOA (service-oriented architecture) can solve these problems. It is marked as loose coupling, Platform independence and business agility. The concept of SOA can resolve most of problems that enterprises are facing.In this Paper, we take a Third Party Logistics Company as back ground and design its Logistical Information System according to the SOA idea.The main detail is as follows:First, the Paper introduces the theoretical knowledge of SOA, the model of SOA, development situation of SOA, clarify the mean of this research, and introduce the related Principle and supporting technique.Second, according to the theory of SOA, the paper design five-layer general framework: presentation layer, business logic layer, data access layer, database layer and web service layer, in order to separate the presentation, business logic and data controlling.Third, we get the function model after the analysis of system use and user case, and then we get the list of candidate service.At the last, based on service design, the paper implements some services of system. According to combine the common service, the paper obtains the service maps, and publishes the service with ESB.
