Heilongjiang Rural Credit Cooperatives (RCCS) has made significant advances in the past 14 years, which well supports the development of urban and rural economy, and three dimensional rural issues, namely "agriculture, ruralareas, and peasantry". However, the hardware equipments, product categories, management capability and profitability in Heilongjiang RCCS are still weaker than the competitors. Consequently, encountered with limited market space, it is critical to improve profitability capability by several ways, including reducing the operational cost. As well as we know, integrating the electronization and business management is one of efficient ways to handle this issue.Although we have conducted some positive tests in recent years, there is still no mature idea in the mind. The urgent business development demand gives RCCS a great opportunity to develop the electronization. In this paper, we decide to use B/S as the fundemental architecture after analyzing the requirements and feasibility of this project in detail, using SQL Server 2000 as the database and ASP as the development tool. Subsequently, we develop a credit management information system with commonly-used functions, so that users can share the data in different sites conveniently, and improved the operational efficiency and credit management, and trained R&D team for enterprises. This article is based upon the current situation of e-development of the company. It deals with credit information management system around the whole process of research and development projects. The theoretic basis is management and computer technology. It tries to find out the problems which obstacle e-development and then find solutions. It also provides ideas for other service of electronization advancement work.
