With the developing of information and the business relying on information networks, the requirements for business networks is growing. Most daily business activities in Electric Power Enterprise are cumbersome and complex processes, which are often examined in different functions managements. The management system applied in Electric Power Enterprise has some problems, such as the data format not uniform, the transaction not timely, the supervision and management of networking process not in place. For management status of Electric Power Enterprise and defects of current business process management platform, an urgent need is to establish a unified business process management platform, which has unified interface and application integration. The enough flexibility in the functional design of it is adapt to business change and development, which enhances coordination office ability and achieves electronic and information management of the daily office business processes.Based on in-depth study of mathematical model of workflow and theory of workflow management system, combining the advantages of Product Lifecycle Management(PLM) collaborative technology, this paper proposes the improved model based on PLM workflow, and analyzes the reachability of the model. On this basis, this paper also designs the workflow engine framework, and improves the resources optimization scheduling algorithm through the hierarchical division of workflow. Meanwhile, combining the characteristics of Electric Power Enterprise, a Electric Power Enterprise management system based on PLM workflow is implemented. The key technology in design and function of the specific module and the structure of the database are given in this paper. At last, this paper tests the management system, and gives a brief analysis of test results.
