Following the rapid development of higher education, the task of college file management is becoming more important and complicated, but the existing college file management system without network supporting has limited efficiency to the file management. In this case, a new college file management system with network supporting distributed in QiongZhou University is designed and programmed, and the result shows that the system performs well.Firstly, based on the analysis of current college file management system without network supporting, a new objects system is constructed for the new college file management system with network supporting. The operation flow of the college file management has been analyzed, and the data flow is also investigated.Secondly, the "B/S+C/S" hybrid structure is selected as the system communication structure. The functions of the file management system is separated into system initialization, data input, data output, data query, data statistics, data print, borrow management, grade exchange, system maintenance and help module, etc. The oracle database system is selected as the system data storage system, and the naming rules of the system files are introduced. Then the software has been developed by using the theory of software engineering, database technology, and network technology.Finally, the new college file management system with network supporting is tested, and the results show that the system peforms perfectly, and the interface is user-friendly interface and the application is flexible. It is concluded that the new system has reached the desired purpose and improved the level of the file management.
