China is one of the countries that suffer typhoon most frequently and severely, particularly posing a major threat to the power grid in the south-eastern coastal areas. The research of typhoon is always significant in the long run. Many researchers in meteorological departments, experts and scholars at home and abroad have taken great efforts to the analysis and forecast of typhoon. In recent years, with the state emergency management system in all areas of continuous improvement, the establishment of typhoon disaster prevention system is the primary task of power grid enterprises.With the rapid development of Web technology, people have become increasingly demanding WebGIS. However, the establishment of WebGIS using traditional methods has become increasingly difficult to meet people a lot of data processing and analysis requirements. It is hoped that WebGIS can provide more services and more extensive forms.In this paper, with the support of Web2.0 technology, data services system based on LCDS and Flex Viewer frameworks have been done exploratory research. On this basis, the author constructed the power grid and typhoon WebGIS system with a data service system for the client and server-side communication tools as well as Flex Viewer for the rich clients. This is the practice to carry out the thoughts of implementation of enterprise-level in the current WebGIS application, so as to lay the groundwork for the future development of this realm in this field.In general, this paper covers contents from the several parts below:Firstly, there is systematic analysis of the LCDS, Spring and Hibernate frameworks characteristics, in order to build a data service system foundation in theory; There is systematic analysis of the characteristics of the current GeoWeb to propose the solution using Flex Viewer framework as a client development and application.Secondly, the key technology of the power grid and typhoon WebGIS is discussed on the basis of the several aspects:Flex Viewer client development design patterns, integrating LCDS, Spring and Hibernate Framework for building a data service system. Flex Viewer's data fusion (content aggregation meta-data RSS/ATOM integration and mapping service integration), and typhoon path similarity.Thirdly, the system has been designed in detail, including overall architecture design, database design and functional design. And the main system functions have been achieved.Lastly, final summary and prospect are drawn, and content and focus should be done next has been listed.
