Educational administration has a significant impact on the development of improving the overall personnel quality. With the rapid growth of undergraduate majors and the enrollment, the college educational administration needs to be more and more scientific and specific. How to efficiently solve the educational problems in the new management and how to ensure the continuous improvement of quality in teaching has become an important research subject in the university. The backgrounds of this paper on the Educational Administrate Management System of Heilongjiang University of Chinese Medicine are developed on the basis of the existing problems in the educational administration. Mainly discussing the design and the implementation of educational administration system, this paper firstly analyzes the function and its existing problems of the original system, then puts forward new functional requirements, and finally designs on its structure and function. With the aim to improve the quality of learning, this paper also serves for students, teachers and administrators.We take B/S as system's developing model, which is chosen JAVA as the developing tool in the front interface and Oracle Database 10g as the database support. The system runs on the Windows platform, it meets the normal requirements of the teachers and students.After being tested, the system is in a good run under the B/S hybrid model and each system module can meet the design requirement. The system lays a solid foundation for the information query and statistics which is related to educational administration in the future.
