With the development of multi-sensor data fusion technology, more and more relevant theories and algorithms have been proposed. Therefore, just depend on qualitative evaluation is not enough, an effective quantitative evaluation method should be fond due to so many factors influence the data fusion result. The simulation technology integrates computer technology and simulation modeling technology, can deal with data fusion result quantitatively by checking the reliability of the data fusion result or other attributes. Thus data fusion simulation platform plays an important role in the developing process of data fusion technology. But it is impossible for relatively mature theories and algorithms are included in any simulation platform. Therefore, a generic multi-sensor data fusion simulation platform built in this paper has great value. This paper is mainly consisted by three parts as following.Firstly, further development of STAGE should be made based on deep understanding of operation mechanism and system structure of STAGE. Then a warfare supposition of multi-sensor data fusion simulation platform is designed, to provide data sources for target tracking algorithms.Secondly ,this simulation platform is designed following the principle of functional modular, and use SDM(Structured Developing Method). Its main functional modules include scenario generation (provided by STAGE), system data management, data fusion center, data communication, UI (User Interface) and performance evaluation. Explanation and software design have been made according to the requirements of each module. In the part of data fusion center module, the modeling idea of target tracking algorithms and the definition design of scalable interfaces have been described in detail. Then in performance evaluation part, the definition and extraction of performances and the implementation of this module have been introduced.At last, simulation is carried out. Radar and infrared target tracking algorithms have been taken as examples in this paper to test and verify the performance of the multi-sensor data fusion platform, and prove its availability, compatibility and scalability.The software development tools in this paper are STAGE and Visual C6.0. The targets data provided by the third party have been tested in this paper. The results have further proved the compatibility of the simulation platform, and significance of target tracking algorithms modeling and component packaging in data fusion center—improving the reuse of its code.
