When a disaster occurred, infrastructure was totally destroyed. This area became an isolated land, and all the information live could not be sent out as a feedback sometimes. Traditional emergency communication system could hardly get to the center, and rescue operations were helpless somehow.The analysis of many emergency communication network architecture finds that introducing floating platform as a carrier of the base station, which can do big scope signal covered by GPS satellite communications, and intelligent terminals, etc, can be very helpful for the emergency services.However, data resource real-time collected for sending and sharing, needs a powerful platform and efficient data storage and inquires based on a database system. By studying the principle of Oracle database system, this article finished the platform database design, and several demo application development, such as GPS information display, the multimedia information storage and view, rescue information queries, etc.And next, this article analyzes several main aspects of the Oracle database system, and by using many DBA tools provided by Oracle, the strategy given can be better executed, which also confirms the rationality and feasibility of this scheme. The design of database and application developed can also be used in wireless sensor network and environment monitoring for data integration and release.
