In recent years, natural disasters have happened frequently in our country. The infrastructure of transportation and communications are almost destroyed after the disaster, as a result the emergent command and dispatch can not be provided timely, which make people suffer severe losses of lives and property., So it is necessary to build a mobile and flexible space emergency communication system which can adapt the complex environment., The "regional space emergency communication system" is a new emergency communication system, which can provide dispatching service and the public mobile communications services including voice, video, pictures,data and so on, by forming the mobile coverage over the disaster area when disaster happens. The data stored in the database of the emergency communication system is not only variety, but also large.The performance of the database determines whether the emergency strategies can be formulated and implemented timely or not. Besides, it also affects the efficiency of emergency communications network. So the design of the database system and the development of efficient application are done in this paper. Database consists of two parts: real-time database and historical database. The real-time databases are distributed in the emergency dispatching center. On the one hand, it take advantage of the high performance server in the dispatching center effectively, on the other hand, it the requirements of the network bandwidth can be reduced.。Real-time database was used for storing the real-time data, and the software of the real-time database can store the data according to their type in real time and transport the data from real-time database to historical database with multi-threaded programming. Historical database is an independent server, which can be used to store the data forever. The historical database software can access the Oracle database fast with the OCCI interface. The communication between the real-time database and the history database is done according to the TCP/UDP protocols. It can not only transmit command exactly, but also transmit a large mount of data fast, which improves reliability and validity of the system.At the end of the article, it mainly introduces the building and configuration of the Oracle database application development platform and test environment. Besides, it gives a detailed description of the working process of the database system, which confirmed that the design and development of the database in this paper were feasible.
