Wireless spectrum is a non-renewable resource, it is always the first priority for national radio management to use the radio spectrum resources rationally and regulate it effectively. Since public service information is sent through this band, it is irreplaceable in people's daily life and work. However, some organizations or individuals launch FM signals without permission for various purposes, thus seriously disrupting the normal its operation. So the regulators need devices to accomplish the direction finding and positioning of Illegal radio stations.This thesis mainly studies on software design of a potable monitoring and location system. First, it analyzes the system requirements according to the needs of users. Then it designs two software architectures, and it chooses the second one because it complies more with the modularized and layered design rules. The second design divides the whole system into four subsystems, including interface control, map control, communication control and data control. The communication subsystem will do GPS location, radio scanning and direction-finding. The data control subsystem will rely on database designed. Then the thesis studies the detailed software design, including the design of communication protocol and data processing. Finally, the thesis designs the software testing and suggests future improvements.The software together with the hardware has been tested already. Through the joint hardware and software debugging, it is able to work both independently and cooperatively, and the results will be displayed graphically on the map using Geographic Information Systems (GIS). The software runs relatively stable. It generally reaches the purpose of the design.
