Urban transport increasingly becomes one of primary issues of urban construction, as well as of the people's livelihood. For a long time, traffic problem has been seen as engineering problem, mostly with the systems engineering approach to problem analysis and solution; studies often divide and rule only by considering a single transport sector or aspect, due to pay too much maximizing the efficiency of traffic. Many traffic problems presented indicate transport system is a complex system of social engineering and human activities. Urban transport problems include a variety of social and cultural factorswith strong community, humanity and complexity. Existing systems engineering methods can not fully explain and provide a comprehensive analysis for deep-rooted phenomenon of urban traffic. Considering its soft issues as human activities, this paper introduces Checkland's soft systems approach to the problem of transport system.During the implementation phase of soft systems approach, the most representative work is "scenario description". At first, paper points out system characteristics, and makes corresponding analysis of traffic scenarios charactoeristics; then paper uses method of classification and keyword indexing to divide under different traffic scenarios elements; At last, paper considers the organization and establishment of certain traffic scenario cases, in order to achieve a comprehensive description and complete reproduction for traffic scenarios.Traffic scenarios clearly is on the basis of the research process. Design and implementation of traffic scenario case library system will support and soft systems methods and demonstrate the entire process of traffic scenario describes, providing an open environment for learning traffic scenarios, which can be called as computer-aided soft systems approach. In scenario-based prospective, taking the static structure and dynamic activity in transportation system as studying object. This paper would make complete description and effective learning of traffic scenarios, in order to make clear the resource allocation and coupling mechanism in transport system as well as the relations and interactions between environmental factors and transportation system.
