Intelligent transportation vehicle plate recognition system is an important part ofthe management system. At present, it has been widely applied in civil areas,i.e. thelicense plate identification system in parking management, the high way charges, thecrossroads electronic police, the district vehicle management, which has made greateconomic benefits and social benefits. Also, the license plate recognition system canalso be used widely in the coastal defense system, i.e. the camp vehicle managementsystem, the armed police on duty system and other military fields, which provides apowerful technical support for the military tasks, however, from the current actualsituation, the research and application of license plate recognition system in the militaryfield is less; Because of the system stability, security and the use of environmentalparticularity, the license plate recognition system in the field of civilian cannot bedirectly applied in the military field. Therefore, it has a broad prospect and a greatsignificance to strengthen the research and application of license plate recognitionsystem in the military field.This paper has armed police stationed a large water conservancy power plant ofsecurity monitoring system as the platform, focus on the license plate recognitionsystem in armed police officers traffic main artery of the application of the bayonetsocket. Architecture and realize the bayonet socket traffic main artery vehicle platerecognition system, and from the system of two aspects of hardware and softwareseriously conduct research, optimize the system structure, the algorithm is improvedperformance. In the system software: focus on the license plate localization, featuresegment and recognition, and other modules, design and improve the algorithm.License plate localization module. proposes based on color segmentation and basedon wavelet transform with the combination of son projection license plate localizationmethod, this algorithm combined for vehicle images, characteristics, and comprehensiveutilization of the license plate colors and textures license plate localizationcharacteristics, quick speed, high location accuracy.Character segmentation module. to locate the license plate of Radon transformation method using tilt table testing and calibration; The vertical and horizontal scanprojection method to eliminate the license plate frame and rivets, get wrapped theminimum characters rectangular area; Finally adopted a kind of vertical projectionbased on the application of the fuzzy decision theory of fast segmentation algorithm ofcharacters and have achieved good segmentation effect.
