Nowadays Information Technology (IT) plays a larger role than ever in driving business success. Due to the change in business needs, standard processes cross the enterprise boundaries and became more complex. IT departments must find a cost-effective way to leverage and extend existing systems to support new business needs. Organizations should allow flexible and loose coupled integration and communication between business entities. Tightly coupled applications should be transformed into flexible reusable building blocks of future systems. The change in business needs in terms of new solutions required organizations to move towards re-architecting their IT infrastructure. Service Oriented Architecture(SOA)is a computer systems architectural style which defines and provisions the IT infrastructure to allow different applications distributed over a network to exchange data and participate in business processes. On the other hand, With the development of computer technology and Internet, corporations'application environment is constantly changing, and their application range is enlarged and dispersed gradually, and collaboration among corporations also presents the more and more increasing trend. These make application environment of workflow take place tremendous changes. At the same time, the vigorous development and maturity of services technology makes the demands of workflow integration services application more and more pressing, and how to integrate services into workflow becomes a hot problem on current workflow research.A new kind of workflow model based on service-oriented architecture is given in this thesis by the combination of SOA and the analysis of characteristics of existing workflow technology. This model combines the both advantages of service-oriented architecture and workflow technology. It can achieve the function needs of process integrations, as well as full use of existing resources, the reuse of software, unified interface specification, improved maintainability and scalability. Service Process Net is used to describe how the process model is mapped to atomic services and combinational services. Furthermore, we make the structural analysis of Service Process Net. This service-oriented workflow technology combined with the diversity of business environment is an open, multi-level and cooperative workflow platform with stronger adaptability and scalability by using loosely coupled principles and BPEL standards. On the above, this thesis analyzes and designs an electronic official document system based on SOA, Which integrates the existing personnel management system with lose-coupled characteristics. Finally, make a summary of this paper's main research content and point out some existed problems in current model and the next work research.
