The Design And Realization Of Information System For Fiscal Investment Evaluation In Huadu District Of Guangzhou City

The 21st century is the era of information, the application of computer networks has greatly improved the work quality and efficiency of government departments, and the paperless office and network resource sharing have become the inherent requirements of the public administration of governments. How to make the assessment and management of financial investments become standardized, scientific, and informationized, and then promote the healthy and sustainable development of financial investment assessment will be the essential issue for the construction of modern financial investment assessment system. In view of this, this paper takes the Guangzhou Huadu Financial Investment Assessment Center as the application case, carries out the design and implementation of the management information system of financial investment assessments in Huadu District, Guangzhou.This paper describes the whole R&D process of the system. First of all, combined with the actual situations of Guangzhou Huadu Financial Investment Assessment Center and actual needs of the financial investment assessment business, this paper explores the relations among project assessment systems, assessment processes and actual business needs of the Financial Investment Assessment Center. The viewpoints of assessment staff, reviewers, verification & review staff, assessment reception staff, documenters, deputy directors, and director are taken as the starting point, the survey and analysis of the system's business scope, business processes and other aspects are carried out. On this basis, combined with UML modeling technique, use-case diagram, sequence diagram, state diagram and so on are used to carry out the business modeling and function modeling of the system. Then, the design of the system is conducted, including: architecture design, database design, interface design, and permission design. Finally, B/S structure-based ASP programming software development technology, AJAX script technology and MS SQL SERVER 2000 database technology are used to carry out the implementation of the system.After the system is put into use, it can achieve the paperless office, further conserve resources, and reduce office costs; it can achieve the visual process monitoring and standardized management of project materials for investment assessment and assessment approval processes, so that the efficiency of the assessment can be significantly improved; the effective monitoring management of the assessment data can be realized; it has achieved the overall management and strategic objectives of the leadership, and played the supporting role in the whole financial assessment management work.
