The Radio Resource Management is a key technique and a research hot spot in the 3G or future mobile communication system. It includes handoff control, call admission control, power control, packet schedule, load control, and mobility management so on. If used properly, the strategy can be to guarantee the required quality of service (QoS) of various calls in multimedia communication system, optimize the available resource in the system, and improve resource utilization. The handoff control scheme, the call admission control scheme are discussed in this paper, and then a handover strategy between home cell and macro cell is presented. it adduce "layer" concept,the home cell and macro cell use difference frequency and the coverage area of home cell is a subset of macro's. while a user handover form macro cell to home cell,the strategy could check the user is the family member or not, otherwise the user is rejected to access, this strategy improve the system security and user privacy. On the contrary, if a user handover from home cell to macro cell, the strategy should be ignored;For the packet schedule and over load control, they are also discussed in this paper, and a strategy name "Dynamic power distribution" is made. While the system is at over load status, it is importance to make the load back to a normal level and remain the system working stably. dynamic power distribution could downgrade the bit rate of the non-real time service to reduce the transmitter power of base station further more, while the cell is in congestion state, it can adjust the power distribution of real time service and non-real time service to let more user can access the network, which improve the call setup successful rate and system capacity as possibly.Further more, a strategy base on user classed is made. While down link over load happens, over load control would normally downgrade or release service of the users which can more abide time delay than the others. But for this strategy, lower class category user would be treated first, higher class category user can be remained as possible. This strategy use Nokia Siemens corresponding arithmetic as reference, it is practicable for mobile multimedia communication networks with much simulation experiment data even though the feasibility is not verified by the simulator.
