Compared with 3G system, B3G (Beyond 3G) system has achieved large progress in technology and applications. B3G system should carry a variety of broad bandwidth multimedia services, so it has an urgent need for an efficient radio resource management strategy for wireless access and rational allocation of network resource to satisfy the quality of service (QoS) of different applications. This research is based on"the research on data link layer technology for new generation mobile communication system", funded by the National 863 High-Tech Program. Integrated with cooperation mechanism,a novel radio resource management strategy in B3G system is discussed in this paper.Based on the infrastructure of All-IP and distributed network, B3G system is developing towards self-organizing network structure. The challenge is how to provide the wireless access service to subscribers at any time any where. The cooperative communication mechanism subverts the single-hop model between base station and mobile terminal in traditional network. Cooperation can provide flexible wireless access and effective dynamic spectrum allocation, so as to improve spectrum efficiency. A novel radio resource management strategy based on cooperation mechanism is proposed, which can allocate the idle resource via relay nodes to the subscribers who are out of service, thus it can effectively improve the radio resource utilization and actually increase the coverage of base station, meanwhile the QoS requirements of different applications of each subscriber is guaranteed.According to the mentioned strategy, a simulation system is established to verify it. Compared with the non-cooperative system, the novel strategy improves the bandwidth allocation efficiency, and is capable of providing diverse transmission delay assurance for varied services with differentiated requirements under the QoS frame of the B3G system .The research of this paper offers a new research ideas and theoretical reference on the radio resource management strategy for future mobile communication systems.
