Since the number of wireless users and services increase rapidly in future wireless communication, it is necessary for wireless network to provide various services users to ensure quality of service (QoS) at the same time.With the demand for energy saving and green mobile communications, it is a hot topic in academia and industry research to maximize the energy efficiency of the system while guaranteeing users’QoS requirements. A flexible and efficient radio resource management strategy while guaranteeing user’s QoS and system efficiency of spectrum resources is of a great significance.In this paper, we propose a QoS driven resource allocation algorithm in the downlink orthogonal frequency division multiple access (OFDMA) network by integrating information theory with the concept of effective capacity (EC). We mainly focus on putting forward resource algorithm on maximizing system EC and effective energy efficiency in OFDMA system while guaranteeing users’ QoS requirements.Firstly, we establish an optimization problem of maximizing system EC with power and delay constrained. Secondly, since the original problem is an NP-hard problem, we decomposed it into two sub-problems and prove the equivalence. we maximizes the network EC by increasing the EC of file transfer users gradually until the system power reaches the threshold while keeping the EC of real-time session users unchanged. Simulation shows that the proposed algorithm can significantly improve the overall EC under the delay constraint.Secondly, we establish an optimization problem of maximizing system effective energy efficiency with QoS and power constrained. Effective energy efficiency is defined as EC divide by total power consumption, which represent the service bit per energy consumption at the upper layer under QoS constraints.since the original problem is an NP-hard problem, we decomposed it into two sub-problems and derive the optimal power and resource adaptation policy. Simulation shows that the proposed algorithm can significantly improve the overall effective energy efficiency with QoS constraints.In this paper, we design resource allocation schemes based on EC with QoS and power constrained in LTE system. All the researches in the paper will help to comprehension of resource allocation with QoS guarantee on hybrid service.
