Due to poor security, low efficiency, lack of network management and other shortcomings, the development of traditional parking is restricted. Based on the technologies come from the project "the research of parking management system and highway toll system" ,which is a Shenzhen Bureau of Science and Technology project, a new kind of intelligent parking management system is designed and devolped, in which a lot of technologies are used ,such as radio frequency identification technology (RFID),embedded Ethernet technology, etc. The main innovations in this paper are included:(1) A new Anti-collision Algorithm Based on Hash Function is proposed. This algorithm can be simple to be used and it can remove the bottleneck of low efficiency in existed RFID Anti-collision algorithms.(2) The Long-distance reader and vehicle-mounted device are designed based on RFID and infrared communication technologies. The disturbances existed in neighbor routers and adjacent cars can be avoided. The stability and working efficency of the system can be greatly improved.(3) An embedded Ethernet system based on PIC microcontroller is designed and developed. The hardware system of embedded Ethernet based on RTL8019AS is given, the inside configuration and registers of RTL8019AS are discussed deeply.(4) A reduced TCP/IP protocol stack is studied and realized base on PIC microcontroller. Based on the results achieved in this paper, a new intelligent parking lot system is developed which has been succeessfully used in many parkings. The good results of all the applications prove the new system reasonable and successful.
