| With the accelerated pace of urban modernization, the urban has undergone enormous changes, but it also brings along a lot of urban development issues, such as energy, environmental protection, the population living problems, etc. One of the crucial problems is the urban management, which mainly shows up in that the transmission of information is not timely;the level of city management is now lagging behind , that is the development of common problems in each city; management is often in a passive state; problems are resolved after occurred; government regulation is not in place; the duties of management is unclear and management functions is disordered; the resulting human and material resources of the waste and destruction of the urban environment is very serious. Therefore, this project is aimed to establish a digital urban management system and to solve the increasingly serious problems of urban management.What would be showed in this paper is to provide the construction of digital ideas and overall functional framework and to clarify the urban event information running process of the platform in the supervision and command of biaxial mode by analyzing business processes of urban management.In order to fundamentally solve the problem, new solutions will be presented, that is digital city management system which will apply the grid management and event management, and use GIS and mobile wireless networks, and employ smartphones as information devices; the smartphones are able to photograph, location, explain for problems, then the information of problem is sent to command center by wireless networks in the form of mail; the location of problem will be found by the command center after receiving the mail, and related departments will also be noticed to deal with the problem, besides, information staff would be informed to review the result; the information transmit rapidly throughout the process, prevent the occurrence of the phenomenon of passing the buck; the system could be applied to inspect and evaluate related staff for preventing the occurrence of the phenomenon of nothing action.The platform is composed of three subsystems, which is, namely, information acquisition subsystem, information extraction subsystem and the information processing subsystem. What is more, meters of the urban grid cell will be employed to deal with the urban event, making use of embedded development, wireless communication technology and ASP.NET server application development technology to research and design the whole system.What would be illustrated in this paper is how to take advantage of Nokia Qt SDK development of smart mobile applications in information acquisition subsystem; how to use mobile phones to collect information and achieve implement QtMobility positioning; how to collect information package and send by mail; how to extract and filter the received information in the information extraction subsystem; how to utilize the Google Static Maps API to map the event location positioning in the information processing subsystem; how to change process through looking for information on events and the grid cell state.In conclusion, the desired goals can be achieved through field data collection and function test. Besides, exploiting these techniques and theoretical development of digital urban management platform is feasible and possess certain value on the spreading and use. If the feasibility of the project is fully demonstrated, it would conduct digital urban management fast, conveniently and efficiently on the condition of saving. However, there also exist some problems like poor accuracy and low wireless transfer speeds, which are needed to be solved in the future. |
