The energy consumption of the government and large public buildings accounts for a large proportion in the total energy consumption of buildings. Our government take great importance of energy efficency of public buildings, has promulgated "Design standard for energy efficency of public buildings","Standard for energy efficiency test of public buildings","Guidelines for building energy audit". They request monitoring and evaluation of the indoor environment of public buildings (average temperature,relative humidity,indoor illumination), and detailed monitoring and evaluation principles,standards and methods has been formulated.In the subject, according to the relevant technical guidelines,the criterions and norms, R&D the monitoring and evaluation system for the indoor environment of public buildings in the laboratory environment. public buildings indoor environment (temperature, relative humidity, indoor illumination) are objects of collection of the system. The indoor environment of Public buildings is relatively stable, the period of collection and record is half-hour, clock module and data storage module are designed in the system, the environmental parameters of the whole point of time (half an hour as a cycle), together with the time, is stored in extended memory. The number and the distribution of the system in public buildings are determined based on "Standard for energy efficiency test of public buildings" and its own number of floors of public buildings,heating systems and room size. The 485 bus communication module based on Modbus-RTU communication protocol is designed in the system, after the monitoring and evaluation cycle (energy testing-one day, energy audit-two days), notebook PC, installed indoor collection application software, reads monitoring data from the memory of each system through the Serial Communication. Then, we can determine eligibility based on "Design standard for energy efficency of public buildings" and "Control approach for indoor temperature and humidity management of Public buildings" through the corresponding formulas of the "Standard for energy efficiency test of public buildings".In addition, the maximum memory capacity of the monitoring and evaluation system is one month data storage, therefore it can provide the data for further study on the characteristics between building energy consumption and the environmental control indicators, particularly air conditioning systems and lighting systems, provide basic information to establish optimal control model of the built environment based on energy-saving building.
