As mobile communications technology from 2G,2.5G,3G transition to LTE, the type of Service along with the wireless access rates rising gradually from a simple voice and SMS evolution to the rich mobile data services, the mobility management of wireless networks is crucial, where handover is most important. The success and failure of handover impact on user's experience and QoS requirements directly. This paper analyzes the existing handover algorithm's shortcoming in the new wireless architecture environment, and proposes a wireless network handover algorithm based on network resources prediction in the LTE-Advanced system architecture. Compared with traditional handoff algorithm it increases the target cell of network resource prediction. Simulation results show that the algorithm is better than the traditional handoff algorithm higher success rate and lower handoff delay, and avoid handover failure due to the lack of resources of the target cell.At the same time, with the increasing number of mobile users, the number of base stations have taken on unprecedented scale in worldwide. Power consumption of the entire communications industry is more than 20 billion kw/h per year, of which the base station power consumption of 7.0 billion kw/h per year. So as to achieve green communications, using an efficient energy saving algorithm in wireless networks is essential and is particularly important especially in next generation mobile communication systems. This paper analyzes the main components in energy saving of wireless communication systems, and indicate that the base station wake-up algorithm in existing energy saving programs is not suitable for home base station (HeNB) a wide range of deployment scenarios. On this basis, proposes a home base station wake-up algorithm based position prediction in the macro base station and home base station overlapping coverage scenes. the prediction of the relative position of the user, with home base station access mode restrictions and CSG property. Simulation results show that the algorithm has higher efficiency than traditional base station wake-up algorithm, and greatly reduced the number of home base stations needed.
