The establishment of a common simulation platform is an important way to speed up the development and integration of simulation applications. The directing and adjusting system (DAS), which can improve the performance of the simulation system by providing guidance and control functions for the simulation activity, is a key component of the integration framework in the platform. None of DASs which have been existent is feasible for the platform in transferability and expansibility.This paper focuses on the design and implementation of a DAS with high-performance based on the analysis of the functional requirements. Analysis of the DAS architecture are made by using use case view and logic view, and then the design and implementation of the clock control module and the order distribution&processing module are discussed in detail. A clock synchronization algorithm being suitable for the distributed simulation system and a mechanism of time progress, which ensure that the system runs exactly and orderly, are proposed in the clock control module. A strategy of dispensing and managing orders is presented in the order distribution&processing module. In the premise of dealing with all sorts of orders correctly, the strategy makes the system expansible. Finally, a simulation system is deployed and the experimental reaults show that the feasibility and effectiveness of the DAS meet the design requirements.
