Oil products as an important strategic resource in all areas of modern life, has played an inreplace able role in. So it is particularly important to improve production and operational efficiency of oil companies. Ration loading control system is the oil storage, supply, transportation and necessary equipment. Therefore, improving the degree of automation of Ration loading control system is a major way of improving the efficiency in oil storage and transportation and the necessary means of improving operating efficiency in oil companies.Ration loading control system of the railroad big crane tube is the combination of the instrument automation and control technology, the computer control technology, the network technology, the communication technology and the traditional crane-arm tube combined to achieve the automation management functions of the oil loading.Firstly, this paper analyzes the situation of stack loading operation of storage plant of petroleum refining and chemical company and put forward the existing problems of ration loading control system: Firstly, a degree of loading automation is low;Secondly,reliability and security are not ideal; Thirdly, automation management system is incomplete.Secondly, through the analysis and research of the process of Ration loading control system of the railroad big crane tube, we establish the control objects and control purposes of the control system. From a design point of view, combining with programmable logic controller (PLC) technology, we give design plans and the system's hardware configuration program of ration loading control system of the railroad big crane tube. And we design the automatic positioning subsystem and oil and gas recovery subsystem of ration loading of the large crane tube , realizing a automated management and an enclosed recycling of oil and gas in ration loading of the railroad big crane tube.Finally, according to a variety of loading mode and flow control characteristics of multi-functional digital electro-hydraulic valve, we studied the relationship of the flow and the remaining amount of oil and give the process control methods of multi-stage electro-hydraulic valve to open and multi - level off loading, up to improving the adaptive capacity of the system and improving the accuracy purpose of loading. And we design a performance evaluation model of oil and gas recovery, so as to provide a decision-making for optional methods and program design of oil and gas recovery of the Petrochemical enterprises. The assessment model of economic performance of oil vapor recovery based on grey relation projection method of multi-criteria decision was established by using fuzzy mathematics in the gray system theory and multi-objective decision-making ideas in engineering optimization. The model comprehensive quantitative analysis of the indicator data of the existing four kinds of oil vapors recovery methods. The results show that quantitative evaluation of the model is equal to the non-quantitative evaluation of existing literature and prove that the model is effective and credible. Thereby it provides decision-making reference for petrochemical enterprises to select gasoline vapors recovery methods and design scheme.
