It is the extensive application and rapid development of Computer Network Technology that provide a more convient,efficient means of communication to the people. With the widespread use of computer network, the reliability and security of network become the focus of attention of people . Particularly high quality requirements of network service business department, for the establishment of high-availability, high stability, high demand for secure network environment is urgent.This paper mainly discusses the theoretical knowledge,designing ideas and implementation methods of the planning multi-link network structure, designing network-link selection strategy, design the network traffic load balancing and network connectivity testing, Stream testing, link redundancy testing and so on in the process of the implementation of "Weather Broadband Network Backup System Integration Project" by Guangdong Province Meteorological Information Center。Based on the application of MSTP (Multi-Service Transfer Platform: SDH-based MSTP, SDH-based platform, while achieving TDM, ATM, Ethernet and other services access, processing and transmission, provide a unified network management of multi-service nodes.) technology , the transmission backup network is established in the original MPLS-VPN (Multiprotocol Label Switching-Virtual Private Network) network;In the route planning process, the use of Virtual Router Redundancy Protocol (VRRP: Virtual Router Redundancy Protocol), Bidirectional Forwarding Detection (BFD: Bidirectional Forwarding Detection), network quality analysis (NQA: Network Quality Analyzer) and Track technology, through the detection module, Track module, application module, to achieve a more dynamic link network transmission and automatic backup switching, that is to say ,links appear interrupted or unavailable, the business can not be affected and the business is rapidly switched to an available link, so as to achieve the purpose of network backup; using unicast routing strategy, for achieving a balanced function of the network, using access control list (ACL: Access Control List) to match the distinction between video services and data transmission business, which peak in network traffic and dynamic allocation of network resources and reasonable use; Through the new network connectivity test, business Divided-Flow test, and link redundancy test the Validity and feasibility of the program has been certified finally.It is the implements of the project that established heigh-speed, heigh-reliability, heigh-cost network environment for Guangdong Province Meteorological Information Center and that provided more strong network support for the Meteorological business development. This paper can be refered to implement the network backup and network traffic load balancing, improve the reliability and stability of network.
