Emergency communication system is a specific and temporary system, which is used as a tool for coordination of communication network and communication equipment, and takes an important replacement when regular communication network faults occur. However, the vile circumstance which emergency communication system resides in always cause vital effects and brings inestimable losses, it is a trend to take action to monitor emergency communication system. Among process of monitoring, the variety monitor methods always lead to variety diagnostic system. As there are differences for presentation format of diagnostic data generated by different diagnostic system, it brings obstacle for data sharing and management; simultaneously, various diagnostic method of different diagnostic systems may also result in discrepancy, it is nondeterminacy and unreliable. These problems severely affect accurate running of monitoring system, it is extremely urgent to coordinate with it. Coordination can provide a mechanism to accomplish collective jobs and make sure each part in the system works better under its coordination.In this essay, coordination issue between heterogeneous data of different diagnosis systems and discrepancy diagnostic results is studied which is based on emergency communication monitoring system. During the whole research process, first of all, according to the discrepancy issue of heterogeneous data, a heterogeneous data discrepancy coordination method based on the XML has been carried out. Using XML as intermediate process for converting, first transform the data in original database into XML document then put the XML document into corresponding database. Traditional"one on one"disadvantage of transformation has been avoided by this way. It not only provides convenience for the management and sharing of data, but also improves the expandability and transplant ability for the system. Secondly, for the coordination issue causing by redundancy and complementation, confliction and cooperation of the diagnosis result, this essay use game-theoretical decision fusion technology to establish a game-theoretical decision fusion model, and provide a NASH equilibrium game-theoretical decision fusion algorithm based on entropy. This method makes a progress to identify the cause of fault, improve the accuracy of diagnostic result, it is not only reduce time for remediation but also provide a safe guard for precise running of the monitoring system.This essay uses Visual C++ and C++ programming language for holistic design. And design for format coordination portion use ADO database access technology and XML programming language. While validating various malfunction diagnosis systems, corresponding test result indicate the validity of the theory and feasibility of the system.
