With the gradual deepening of the reform and establishment of Higher vocational education, in accordance with the national model building requirements of higher vocational institutions, vocational college must be timely, accurate and complete grasp of the financial information management as the core of management information. This is to meet the college's various resources within the highly centralized management, control and configuration requirements, quickly to a variety of financial, management programs to make science and accordance decision. Therefore, it is urgent to build a comprehensive and efficient FMIS (Financial Management Information System). FMIS based on the thinking of ERP (Eenterprise Resource Planning), offers a comprehensive financial and business management software solutions to the College.An online financial reimbursement system was designed and implemented in this paper which builds the business model and realize collaborations with each other the based on the relationships between the use cases, introduces the process of architecture design in which describes the network architecture, security architecture and system components, and explains the detailed system behaviors by use cases.The implementation of the online reimbursement system was realized based on.Net Development tools, sql sever 2005,B/S technologies. This paper explains the goals, significances, and designing principles of the FMIS to solve the problem of the information distortion and the managements out of control of the FMIS and describes system requirements analysis, architecture, function model designing, database designing, function implementation and testing comprehensively furthermore economical appraisal of the system was analyzed in this paper.
