Currently, GIS/GPS development has penetrated all sectors of society. With the rapid social and economic development and progress and the continuous expansion of city size, all kinds of emergency rescues are continuously complex and hard, and public safety and public service have become a very challenging work. Public Security Bureau of Tianjin Port has two responsibilities which are public security stabilization within Tianjin Port area and internal security of the enterprises.In the event of public security issues, criminal cases and all sorts of unexpected Mass Events, there is an urgent need to make a practical and efficient Decision Support System, which can search related information easily and provide support plans in a short time, therefore public security in the port will be maintained and the capability for resisting disasters and risks will be enhanced by using limited human resources and material resources to the utmost extent.This article introduces the basic theory of GIS,GPS technology and the development at home and abroad. It expounds the public security command and decision system, and its significance to an overview of the system in a car, man unit positioning technology, geographic information technology, Web Service module technology, trunked radio communication technology,SDE spatial data engine and other key technologies were studied and discussed. According to the imbalance of the police resources distribution in port, proposed based on GIS/GPS technology implementation scheme of command and decision system. It also analyses and implementation process were described in detail:the design, establishment of spatial orientation response alarm,police mobilization, police and other fast support common command and decision system model.The subject of the thesis, is to improve the Public Security Bureau of Tianjin Port, to increase enforcement working efficiency and management level, to achieve a reasonable police dispatch and effective use.Meanwhile, the system also achieves the use of high-tech business and the close connection of public security. Public Security Command Center makes the port technical equipment and work performance in high quality. It greatly improves the public security system's rapid response capabilities, cooperative engagement and decision-making ability to command.
