With the improvement in the daily life, there are more and more requirements proposed as to the next generation of communication. At the same time, the customers are no longer satisfied with the voice and message communication merely. They want to watch videos, browse web set and check emails anytime they want and anywhere they are.This is a challenge to the next generation of communication. In the next generation of communication, the increasement of different kinds of service requires the wireless communication system has a strong ability to support such huge amount of service. The QoS (Quality of Service) is defined as to represent the quality of each customer's service. In order to satisfy this requirement the organization of 3GPP designs LTE (Long Term Evolution) as its main program these years. The OFDM and MIMO technology are used in the next generation. Because of the advantage of OFDM and MIMO, LTE can efficiently improve its capacity.OFDM uses orthogonal subcarriers to convey the information in transformation. Because of orthogonality, the efficiency of the use of spectrum is improved significantly. As to the MIMO technology, it usually uses multiple antennas at both the transmitter and receiver. Both the MIMO and the OFDM technology are widely used in the next generation of communication.In order to efficiently improve the capacity of the communication system, we need an algorithm which can manage the wireless recourse (such as the subchannels and power) effectively. Radio Recourse Management is used to manage the recourse of the wireless system, such as the subcarriers, the power of transmission. A good designed RRM algorithm can increase the capacity of the wireless system as well as maintain the fairness among users. In the last chapter of this paper, we improve an existing algorithm which maximize the capacity of the system and also keep fairness among users.
